A City Designed to Finish Itself La Grande Motte

Jean Balladur‘s statement, “The real La Grande Motte will emerge when the trees have grown,” summarizes the project’s strongest idea.

What makes La Grande Motte stand out at first glance is its pyramid-shaped buildings.

The building form, wind direction, planting strategy, pedestrian movement and the composition of public life are all designed together.

Today, cities face similar challenges, including the climate crisis, rising temperatures, the loss of public spaces and a declining quality of life. As new solutions are being sought, the vision of this project, developed in the 1960s, stands out, because La Grande Motte is an early climate-responsive urban model designed in harmony with the conditions of nature.

La Grande Motte will remain with us in the future.

The ambition behind La Grande Motte was to create a new model of living based on Jean Balladur’s vision.

La Grande Motte was not designed as a standalone project. It was part of Mission Racine, a programme launched by the French government in the 1960s to transform the Gulf of Lion coastline. Each resort was entrusted to a different chief architect. Jean Balladur was responsible for the design of both La Grande Motte and Port Camargue.

It is remarkable that Balladur did not begin with the buildings. Instead, he first sought to understand the site. Its defining characteristics were salt marshes, the strong Tramontane wind, intense sunlight and coastal conditions that made vegetation difficult to grow.The work he carried out with landscape architect Pierre Pillet changed the direction of the project.

The project departs from the classical modernist understanding of the city.

In many planned cities of the 1960s, building blocks were designed first, while open spaces were treated as the areas left between these decisions. In La Grande Motte, wind movement, the direction of the sun, vegetation and pedestrian circulation were organized before the buildings. The buildings were placed within this natural system.

Balladur made the conditions of nature part of the design instead of eliminating them. The strong wind was not blocked; it was directed. The intense sunlight was not avoided; it was used in a controlled way through terraces and stepped volumes. The salty coastal conditions were not seen only as a problem to be endured. The location of the buildings, the landscape strategy and the planting decisions were organized as an ecological system.

La Grande Motte’s most important building material was time.

Balladur’s goal was to create a city that could work with nature, mature over time and establish its own ecological balance.

Jean Balladur studied the pyramids of Teotihuacan in Mexico, Henri Sauvage’s stepped housing projects and modernist urban experiments.

The buildings were designed with a stepped geometry that narrows upwards so that every dwelling could receive daylight, have a view of the sea, and have a large outdoor living space.

The pyramid geometry directed the prevailing wind upwards, creating more sheltered streets at pedestrian level, while retaining a significant portion of the salt spray carried from the sea on the façades and supporting plant growth in the inner areas.

Looking at the archival sketches, the architect’s lines do more than describe the pyramids.The same section also includes wind directions, vegetation layers, tree species, and the future landscape. Buildings and nature are treated as parts of the same design idea.

La Grande Motte was not a finished project on the day it was completed. For Balladur, architecture would be complete not when the concrete was poured, but when the trees had grown, the shade had formed, and public life had taken root.

The dense pine canopy that makes up the city’s character today was also part of the architectural system that was intended to be completed over time from the very beginning.

Today, the Ville-Port transformation led by Leclercq Associés aims to update the system left by Balladur. All future projects are being carried out in phases over a period of approximately ten years.
